Le projet \u00ab Enfants plac\u00e9s en famille d\u2019accueil \u2013 prochaine g\u00e9n\u00e9ration \u00bb a attir\u00e9 \u00e0 Berne, le 8 novembre 2022, plus de 50 professionnel\u00b7le\u00b7s des APEA, des curatelles professionnelles et des services de la jeunesse et services sociaux. Les personnes pr\u00e9sentes ont pris connaissance des informations sur le projet, qu\u2019elles ont enrichi de leur propre expertise. L’apr\u00e8s-midi, des repr\u00e9sentants des administrations cantonales ont montr\u00e9 un grand int\u00e9r\u00eat pour l’\u00e9tude \u00ab\u00a0Comparaison des structures cantonales\u00a0\u00bb.\u00a0<\/strong><\/p>\n

C\u2019est Prof. Diana Wider, secr\u00e9taire g\u00e9n\u00e9rale de la COPMA, qui a ouvert la manifestation. Dans son expos\u00e9 introductif, elle a montr\u00e9 tr\u00e8s clairement que l\u2019aide aux enfants plac\u00e9s devait toujours \u00eatre comprise comme une t\u00e2che conjointe. Joanna B\u00e4rtschi, la responsable du domaine Enfance et Jeunesse de la CDAS, a \u00e0 son tour \u00ab d\u00e9roul\u00e9 le tapis rouge \u00bb aux projets de recherche. Le th\u00e8me de la \u00ab Participation \u00bb des enfants plac\u00e9s en famille d\u2019accueil, en particulier, est en effet l\u2019un des objectifs prioritaires de la Conf\u00e9rence des directrices et directeurs cantonaux des affaires sociales.<\/p>\n

Participation et Bon accompagnement des relations nourrici\u00e8res<\/strong><\/p>\n

Que signifie \u00ab participation \u00bb dans le domaine du placement familial ? Qui sont les personnes de confiance et quel r\u00f4le peuvent-elles jouer ? Prof. Gisela Kilde et Dr. Anette Cina de l\u2019Universit\u00e9 de Fribourg ont apport\u00e9 de premi\u00e8res r\u00e9ponses \u00e0 ces questions. Une discussion anim\u00e9e s\u2019est engag\u00e9e ensuite avec les professionnel\u00b7le\u00b7s pr\u00e9sents de l\u2019APEA, des curatelles professionnelles et des services de la jeunesse et service sociaux des diff\u00e9rents cantons. Prof. Daniela Reimer, de la Haute \u00e9cole des sciences appliqu\u00e9es de Zurich (ZHAW) et Dr. Ida Brink, \u00e9galement de la ZHAW, ont soulign\u00e9 les\u00a0diff\u00e9rentes dimensions de l’accompagnement des relations de soins et ont notamment soulev\u00e9 la question suivante : \u00ab\u00a0Que faut-il pour rendre l’accompagnement \u00e0 bas seuil et accessible \u00e0 tous – tout en r\u00e9pondant aux besoins et aux attentes de toutes les personnes concern\u00e9es ?\u00a0\u00bb C\u2019est Beatrice Kalbermatten, de l\u2019Office f\u00e9d\u00e9ral de la justice, qui a clos la matin\u00e9e en d\u00e9crivant l\u2019importance de la statistique pour l\u2019aide aux enfants plac\u00e9s en famille d\u2019accueil.<\/p>\n

Comparaison des structures cantonales<\/strong><\/p>\n

L\u2019apr\u00e8s-midi, Prof. B\u00e9atrice Lambert, de la Haute \u00e9cole de travail social de Fribourg (HETS FR) et Prof. Stefan Schnurr, de la Haute \u00e9cole de travail social FHNW, ont pr\u00e9sent\u00e9 entre autres, une carte des diff\u00e9rents types cantonaux de syst\u00e8mes de placement d’enfants en Suisse. Il s’agit d’un r\u00e9sultat provisoire et donc d’un mod\u00e8le id\u00e9al pour le dialogue avec la pratique. Les r\u00e9sultats interm\u00e9diaires mettent en outre en \u00e9vidence une tendance : dans le domaine du placement d’enfants, les autorit\u00e9s, les services administratifs, les prestataires et les sp\u00e9cialistes disposent d’une grande marge d’appr\u00e9ciation et d’action.<\/p>\n

Dans la table ronde qui cl\u00f4turait la journ\u00e9e, Joanna B\u00e4rtschi de la CDAS a soulign\u00e9 l\u2019importance de ces \u00e9v\u00e9nements de dialogue: Il ne s\u2019agit pas seulement de la recherche, dont les r\u00e9sultats doivent encore \u00eatre attendus. Ce qui lui a plu d\u00e8s aujourd\u2019hui, ce sont les discussions avec les cantons, qui s\u2019interrogent et s\u2019inqui\u00e8tent de savoir comment ils pourraient am\u00e9liorer la situation pour les enfants plac\u00e9s en famille d\u2019accueil. Pour Manuela Krasniqi, de l\u2019Office f\u00e9d\u00e9ral des assurances sociales (OFAS), \u00ab le chemin est le but \u00bb. Il est d\u00e9cisif que l\u2019on parle de la situation pr\u00e9sente et que l\u2019on \u00e9change avec les autres. Diana Wider se r\u00e9jouit que cet \u00e9change ait pu \u00eatre amorc\u00e9 et remercie pour cela la Fondation Palatin, qui a rendu ce dialogue possible dans le cadre du projet de recherche national \u00ab Enfants plac\u00e9s en famille d\u2019accueil \u2013 prochaine g\u00e9n\u00e9ration \u00bb.<\/p>\n
